Federalist Papers Hamilton

can somebody please summarize essay number 26 from the 85 federalist essays?
Essay number 26, “Restraining the Legislative Authority in Regard to the Common Defense” by Alexander Hamilton, is one of the 85 Federalist papers. I have read it, and it is ridiculously above my level of vocabulary and understanding. Here is a link to the text.

Can somebody please briefly simplify it. I need to understand the gist of it and I literally didn’t comprehend any of it.
Unless we find an effective way to limit the executive’s power to wage war we will just be in an endless loop of ramping up our military defense to ward off an attack (which is good), followed by a period of letting too much military power remain in effect eventually to turn into a weapon of evil used by the executive against the people, or used by the executive to conquer more territory at the expense and lives of the people.
This is why the legislature needs to be a strong co-equal partner in a democratic government, with enough power to check and balance the tendency of the executive to get too powerful in the exercise of military affairs.
